Job Description: NC FAST requires a senior ETL and report developer to provide business and systems analysis, modeling, design, and programming for Medicaid reports development and maintenance using Oracle and PL/SQL technologies. The role involves collaborating with the NC FAST Medicaid team to develop and maintain reporting code, including enhancements based on change requests and defect fixes. The developer will work with the internal business team to deliver weekly and monthly reports for internal offices and CMS, as well as adhoc reports for legislative and other requirements. Maintenance and enhancement of Medicaid reports, including daily, weekly, monthly, quarterly, and annual reports, are essential, especially the critical CMS reports. The role includes delivering data into CSDW and BIDP for federal and other reporting purposes, collaborating with the Medicaid application development team to develop code for existing and new requirements. Interaction with the Medicaid business team, agile testing teams, and release teams for source control, code build, and release activities is required. Strong experience in Oracle, PL/SQL, Business Intelligence, BIRT, Power BI, Azure Synapse, and understanding of IBM Curam framework data is necessary to support various reports. The developer will also develop ETLs and dashboards using Power BI and Azure Synapse and contribute to moving Medicaid programs into Cloud Architecture as part of modernization efforts. Leadership responsibilities include mentoring other report developers, establishing standards, and ensuring report and data accuracy before stakeholder delivery. Skills and Experience: 7+ years experience in programming and designing large-scale web-based distributed systems. 7+ years knowledge of Oracle, Oracle Utilities, ETL tools like Oracle Warehouse Builder or Oracle Data Integrator. 7+ years experience with SQL scripting and relational database modeling. 7+ years experience with structured system development methodologies. Excellent oral and written communication skills and ability to work effectively with end users and staff. 7+ years knowledge of Business Intelligence tools such as Business Objects or BIRT (highly desired). 5+ years of Data Warehouse experience (highly desired).
